Saddam and Bush have different victories of victory. Saddam has managed to stave off his own death since November now. Iraq is now receiving the full support of a very vocal but quite small community of peace activists around the world. He is in a much better position than he probably hoped to be on.
On the other hand Bush would've hoped for 1441 to be the final resolution. Instead he is still playing around with the UN. Plus, Turkey has yet to allow American troops in, and France is raising a stink.
Bush should play around with the UN as long as he can. It's not affecting our troop buildup, and the way it's working out, it gives Saddam false hope.
Ideally, Saddam will think he's winning the diplomatic battle right up until the moment he sees a cruise missile come through his bedroom ceiling.
