As far as in-state-tuition goes,a citizen from another state should sue Virginia as a previous poster mentioned.

Because the politicians don't care. In the eyes of Washington, Mexico and its citizens can do no wrong.

They won't do anything to risk alienating any possible new power base, no matter what the consequences are to this nation or the LEGAL citizens living here.
