I am well aware of what a filibuster is, thank you. Now where exactly in the Constitution does it describe filibusters, when they should be conducted, and how they should be conducted?

In case you are confused on the matter, MSNBC is not the Constitution.

The constitution allows the Senate to make its own rules and thus the filibuster was born. It is one of the most important rules of the senate ever created.
