"What's the frequency Kenneth?" was originally a line in the first "Airplane" movie. It was spoken in the control tower. Listen for it when you watch it next time. The movie pre-dated Dan Rather's assault. And I believe the person who assaulted him (and who uttered the now-famous line) was a taxi-driver, not someone in a alley.
