I think this came out the tabloid Weekly World News.

If you check out the fine print on the UN Charter you should see that no citizen of a permanent member of the Security Council can be a Secretary General. The US would either have to pull out of the UN or clintoon would have to renounce his US citizenship.

You happen to have a specific citation to that "fine print" in the U.N. Charter? 'cause I've never been able to find it, and I've looked.

If he renounced his US citizenship, he could be banned from US territory.

There is no fine print that says such a thing. The UN by-laws does not put that type of restriction on who is SG. Traditionally, countries not on the SC have supplied leadership, but it's not a by-law. Tradition can be overcome. And with Clinton, I'm sure he could have redefined what it meant anyway, but he won't have to.

Expet for one thing: The rules, or resolutions for that matter, of the UN aren't worth, well, the paper they're written on.
