Yes, but FR existed prior to that time. 11/28/97 is when they instituted the registration system. Before then, you just entered any old name and posted.

I am reading this thread and am stunned by the UN treachery and the report duplicity and just catching up on all of this.
But regarding the above. I am not vouching for Ethyl because I don't think FR has been around for 8 years, BUT, I found FR in September 1997 as a link off of Drudge's page labeled "Whitewater Files". I remember when it was announced on FR they were going to start having those who wish to post register, so it existed for several months before registration dates will show.
