Silly example. For stealing he would need to serve time & make restitution. The restitiution is made from the sale of the car if the money cannot be recovered. The "John" has stolen nothing, it is his car. All the law requires is that he pay a fine. The fine is usually a few hundred dollars. This confiscation of cars for a few hundred dollars is outright theft.

I am shocked at how many FREEpers are so gung-ho to take others property for minor infractions. It is friggin scary.
