My conspiratorial opinion along these lines is that they purposefully over-react to situations involving weaponry real or imagined, in order to teach the children to fear weapons of all types. When they grow up, they'll be more inclined to vote for a ban.

Our 8 year old and his friends love "playing guns" in our yard. They well know the difference between play and the real thing, when Mom and Dad bring home a nice tasty buck.

But we, as parents, have sense enough to let them know it's not to be done at school. No pointing, no "bang", no "I'm gonna kill you!" at school. Lots of things you do at home can't be done at school, in public, at church, in a restaurant, or elsewhere. Even eight year olds get this, when parents take the time to explain.
