I think that leaflet/radio propoganda should make it clear to Iraqi soldiers (including officers) that they will be used as oil-field labor force after the war is over (i.e., later this month). Then they might be much more thoughtful about where they lay mines.

The Defense Department said Thursday it believes Iraq may destroy or damage its oil fields if attacked.

Oh well, too bad, so sad. It's a good thing we aren't after the oil. Great idea Hussein, bankrupt your country further to cover your tracks. Duh. What an evil person.
