He has to give an ultimatum with a reference to time. He has to give the UN time to "GET THE HELL OUT". He must also extend an ultimatum (one that Saddam could meet) in order to keep the Italians, Spanish, etc on board.

He should make specific demands - drive your bio-weapons labs to the UN office ... assemble the following scientists and their families at the UN office ...WE KNOW that Saddam will not meet these demands
