Clinton embolden the terrorists with his do nothing attitude. It was even worse than that. The Clinton administration made a deliberate decision to treat terrorists as nothing more than common criminals -- they knew damned well that they were thoroughly incapable of dealing with anything beyond their own idiotic "domestic agenda."
As soon as Clinton showed up in the White House with an effeminate, latent homosexual like Steffi in charge of his transition team, I'm sure every world leader knew exactly what he was all about.
