Your friend is bi-polar . . . I would recommend he get a full ECT (electroconvulsive therapy) followed by a pharmacotherapy regimen of Prozac and a powerful biterminal drug.
This, of course, will have a dramatic effect on his golf swing but in the long run it's the best course of action.
FWIW, I am not a doctor but I did stay at a Holiday Inn last night.

I have mixed feelings about "educating" him. He gets himself all worked up on the way to the golf course talking about Republicans ruining the world...it takes him 5 or 6 holes to get calmed down and hit the ball straight. I win every time!

I have a similar friend. When he begins to speak on politics, I close my ears or listen to someone else. He would go out of his way to help my family and me if they were in need, but he is a close-minded idiot when it comes to politics and the real world.
He's a public school teacher.
