Mere speculation here:
Bush publicly wanted a "new tone in Washington" where he was going to try to get along with the Democrats and not be at each others' throats (you can see how well this played with his opponents). In the beginning, I think Bush really thought he could win them over, just as he did many Democrats in Texas.
Secondly, and more practically, Bush won the office by the thinnest of margins and any attempt to start out by "getting" a Democrat would have immediately been savaged as more partisan politics, etc. Bush decided he wouldn't be able to win any of his own fights if he was still fighting the battles over the previous administration.
Remember how they stayed mum about the trashing of the White House when the Clintons left? It was only when the Democrats accused them of lying about it that they brought out just enough evidence to get the Democrats to shut up about it.
It's obvious to me that Bush had decided to sweep all the Clinton crimes under the rug so it makes sense that he instructed his Attorney General, who had just survived a nasty and hateful confirmation process of his own, to sit on anything about the Clintons that came up.
Do some searches around here and I'm sure you'll dig up stories that support my opinion.

We all know that illegal foreign money is OK since you will not be prosecuted for it - especially if you win and own the Justice dept.

Here's my guess but I may be FOS.
Hillary will run first for VP (since America isn't ready for the leap to a female pres. all at once.) Her "pres" running mate will be someone who Hillary has a copy of an FBI file on so that she can contol him, and be the "real" pres just like when Billy-Boy was pres.
Then, after 2 terms as VP (but really the pres) she'll run for pres, hoping for 2 terms.
Lessee:
2 terms as pres with Bill as front man (8 yrs)
2 terms as VP (really the pres due to blackmail)(8 yrs)
2 terms as pres.(8 yrs)
= 24 years as pres
I hope I'm wrong!!!

Republicans continually underestimate the campaigning ability of the Clintons. Hillary will run in 2004 and she has a very good chance to win. It's the economy. She has three easy campaign points. Increasing unempolyment, loss of retirement income through plunging stocks, a President who cares more about the Middle East than about America. Whether theses points are enough remains to be seen. She is a dangerous candidate for Bush, probably the Democrats strongest.
Additionaly Hillary could benifit from a third party candidate like her husband did. Bush's disconect from the vast majority of the people's opinion concerning immigration policy is quite dangerous. If he goes wobbly on the war and continues with his wreckless spending he will only further open up the possiblity of a challenger from his right.

Could it be then that if Hillary decides to run all those crimes that were never pursued by Ashcroft would then find their way into the media via the drip, drip, drip method?
Maybe there is a reason that the Clintons weren't brought to justice at that time.
