I had neighbors who went away and left no one in charge of their herd. Several times I could have used the deputies who shot the bull. The animal is not at fault but the owners are. Whereas cattle breeching fences is a regular hazard of ranching, having no one around to re-capture the critters should be a criminal offense especially when you consider that a bull servicing a herd is a pretty foul creature temperamentally. No child would have a chance.
