Looks bogus to me.......his head is perfectly attached to the fence and the angle of his body doesn't seem to be in the right position as his head on the fence..... beside I can see that type of fence impaling him but not severing his head.

I Dunno, the head can come off pretty easy. The old "hangmen" had to make sure that when they hung a person that the drop was not too far otherwise it'd take the head off, a rudimentary calculation based on weight was used.
