Interesting question. The ratings are based on Congressional voting records, and the President, of course, doesn't vote. But Congressional Quarterly has data on presidential support for bills. The White House only comments publicly on a small fraction of bills, so the data are spotty, but in theory, you could apply the ACU methodology to the CQ data and come up with House and Senate ratings for Bush. Maybe I'll take a stab at it tonight.

Using the method described in post #42, Bush scores four perfect 100's (House and Senate, both years). CQ has presidential support data for about 30% of the votes that the ACU used for their ratings.
Either Bush is extremely conservative, or the ACU is trying hard not to oppose him.

I didn't say Lugar voted "solid conservative". I said he voted far MORE conservative than Zell Miller ever has. Given Miller's Olympia Snowe-style record, my assessment is certainly true. I'm tired of the Miller worship.
Looking at Lugar's record on it's OWN, I'd say it's about time for him to retire and Indiana to get a new Senator more in line with the state's very conservative tilt. However, my Senator is Peter Fitzgerald. As you noted, Fitzgerald is to the right of Lugar and about as conservative as you can get in Daley country.
As for Miller, he isn't called Zig Zag Zell for nothing. The guy is a pro-abortion, pro-gay "rights", Clinton-loving Democrat that's managed to dupe most of his state into thinking he shares their values because he makes token speeches knocking Daschle (but never does anything about it) Georgia HAD a REAL conservative in that seat, Paul Coverdell, but poor Paul died and a bunch of "Republicans" we quite happy to see a 'RAT get the seat and throw the Senate to Daschle's control. Thankfully, at least Saxby is around to cancel out his votes now and Zig Zag Zell's going to hit the retirement home in two years.
