It occurs to me that one of the reasons we didn't want the filibuster before the recess is because the Rats would have used the time to bash Bush about the war. After the speech tonight, I think things in Iraq will happen soon, and a filibuster will not only NOT shape public opinion on the war, but when the bombs start it will disappear off the media radar screen. And the last memory of the Senate democrats that Hispanics will have is their obstruction of a Hispanic judge's appointment.

My guess is that the GOP is proposing a rule to limit debate, which will then be debated, and somewhere down the road a cloture vote will be held on the rule to cut off debate. That is just my wild guess; it is foreplay to establish the foundation for a cloture vote later.
