le Canard Enchaine has been responsible
for uncovering many, many scandals in French government.
(It works as follows.
When M. X wants to do in M. Y,
he slips a little information
or a confidential document
to le Canard)
The first (of many) Chirac scandals goes
back to the mid-70's
when it was discovered
that minister Chirac used government funds
to renovate his chateau.
From that point forwards
le Canard always referred to Chirac
as 'Chateau Chirac'.

Also, I wouldn't object too much if Russia came on board right after China. How does a
Security Council vote of 4-1 sound? -- in favor of us and isolating France. They can swallow their pride and vote with us, stand on what passes for "principle" with them and vote against us, or look like the back-benchers they are by abstaining.
