Its not only the southern states getting the money. The great state of North Dakota gets over a buck and a half back on every dollar they send to Washington. That was one of Congressman Earl Pomeroy's talking points when he was running for reelection. He won. So much for the "Ask not what your country can do for you, ask what you can do for your country" wing of the Democratic Party.
