Somehow they think a few minutes of their own time is worth spending on a second of ours. The exchange rate is not flattering to them (but still probably overvalues them).
They also appear to have nothing better to do this morning.
12 bans out of the last 26 signups (and 6 still pending, which happens often when they mess up putting the email address in).

I take it that even if the troll concerned signs up using a yahoo email address you can trace him back to an offending isp address?
I suppose that's the way it's done. My suspicion is that you guys have a file of isp's that alert you to a troll.

I have a similar system for the sites I've developed. I use a binary suspend field (0 or 1) - when someone signs up, they're assigned a 0. However, I can quickly bring the person up on a special admin screen to flip it to 1, which the post/reply screen looks at before allowing the person to proceed.
In addition, a subroutine of the suspend process drops their email address into a banned list (so they can't re-register under a different name with the same confirm email address), as well as scrambling their existing password. That way, noone can re-use the user ID, and the existing user ID can't login without the new (30 digit) password.
