I agree on hitting them hard, dragging them in, and locking them up. At the same time the line must be firmly drawn, as far as punitive measures, at those like Al Arian who knowingly finance terror. There are many Muslims who have innocently contributed to suspect charities. Of course there are also many who probably "knew" informally or should have suspected that there were problems with some of the "charitable" orgs. I know a Muslim family who distrusted many of these orgs well before 9-11, so much that they dispense their tithes directly to needy families rather than going through any organization.
