There is NO WAY they can possible rule out terrorists at this point. The FBI reported about 20 minutes ago that the fire is not terrorist-related. How do they know this so soon?

Well maybe someone from the refinery told law enforcement he saw something that sparked the fire ?? I know we've had at least 2 huge fires like this in refinerys below Philly -- one was caused by a guy doing repairs with an acetyline (sp??) torch

I'll bet about 8 trillion-billion dollars that it's something along the lines of "we don't have any information indicating it was a terrorist attack" rather than a flat statement ruling out terrorism.

Because they're just smart, that's why. Remember TWA 800? The eyewitnesses didn't know anything, but the FBI, now those are some smart guys.

I wonder about that too. It seems to me that terrorists like/want to be able to 'claim credit' for creating disaster and fear because it inspires other terrorists. It may be that the one thing that our government could do, in some cases, is to not let them have the 'credit' they want and thereby uninspire/discourage more terrorism.
