Is the United Nations a world government? The UN is not, and was never intended to be, a world government. As an organization of sovereign and independent States, it does only what Member States have agreed it can do. It is their instrument.
Until the UN, or its successor, admits to what it is, it won't be successful. Hopefully, though, America will never join an organization that admits to being a worldwide government. Just my *extremely* humble opinion. The problem is that the UN has all the required machinery of a government: an executive branch (the Secretary General), a judicial branch (the ICC, the Hague court, etc), and acts as a legislative branch by passing 'resolutions' right and left. The problem is that by not admitting that it is an attempt at a government, they cannot enforce their own resolutions.
