Is WJC qualified to lead the UN? Isn't there a clause in the Charter that says the Sec'y has to be from another country than one of the permanent members of the SC?

Knowing how Clintoon has the ability to bend reality as he sees fit, he would probably say this before the General Assembly: "Mr. Secretary General, distinguished members of the assembly, the rule cannot be ignored, a person from a permanent security council country can not serve as Secretary General of the U.N., this is true. But I come before you today asking for your nomination not as a citizen of the United States, but as a citizen of the World Community!" (General Assembly errupts into thunderous applause)
