The Bosnian referendum was not open to all of Yugoslavia, it was only held in Bosnia where Izetbegovic could be sure of the results. He did not, could not, meet the requirements as outlined in the Yugoslav constitution for a republic to secede, so he simply changed the rules. And that's a-ok with you.
