Although the "E Bomb" may use a small nuke at its core, the results make it worth using. The numnutz making nuclear weapons will realize that their efforts are in vain. ...all we have to worry about are our borders and allies (Germany).

Newsweek published a general idea of what it is, so I'm not giving anything away here (not that I know anything more about it other than what Newsweek wrote). It is essentially a metallic coil that is wrapped around some conventional explosives in such a way that a whole lot of electricity is created when the explosives go off. That electricity is transferred to an antenna, which converts it to an electromagnetic pulse.
