I don't think anybody knows. I got this tidbit from a fun book which came out several years ago on bogus quotations, called They Never Said It. Other bogus Lenin quotes include the famous "promises are like pie-crusts made to be broken" and "the capitalists will sell the rope that hangs them.
From all accounts, Lenin was a rather humorless man who lacked a sense of irony. He was not known for pithy phrases or witty quips.
