Then the death of the "Martyr" can be used as propaganda against the Israeli forces. This presents a major problem when real civilians are in or around battle areas. Moreover, when a bomb is thrown and people try to run away when it does not destroy the tank or other target it was intended for - then it is natural for the occupants of the tank to believe the person running was the one that threw the bomb.
Using woman with children as cover sounds exactly what the Palestinians would do to get close enough to an Israeli tank to deliver a satchel charge under the tank. I know in Vietnam the Viet Cong and their Puppeteers the NVA would entice little children to give "gifts" to the nice GI's. Of course the "gifts" were bombs, and the little Children were totally innocent of what they were trying to deliver. This is a typical and regularly used Communists terrorist tactic. Bin Laden tried the same tactic in South Korea before his operatives were caught in a Korean school yard. I would hate to think the Palestinian goons are starting to use Women and innocent children to murder the same as the Communists and Bin Laden did. But I would not put it past them.
