This "magical dust" magnifies the suns radiation to mutate a pimple on a worm so that optic nerve cells randomly form. Over the next ten thousand years the worms ancestors got a cone programing cold virus, then a parasite that tunneled the blood vessels, then a bacteria saw some melted sand and got the idea of a biological lens, which led to BINGO a much needed functioning Eye.
