No, the best practice for newcomers to a board is to read enough to identify who are trolls and who are actually civil. Then, once identified, newcomers can just skip over trolls' posts. That's exactly what I do.
This could be facilitated by the admins by including the number of abuse complaints (or different abuse complainers) right next to every poster's name. It doesn't resctrict anyone in a any way, but it does help identify who is a habitual flamer and who isn't.

That's kind of what happens at the ballot box. Voters look over the parties, platforms and positions and make their decisions. And we've seen where that's be going lately.
