Because Clinton treated terrorism as a legal matter to be taken care of in a court room instead of a field of battle like it should have been. If you go back and listen to his taped admittance of why he turned down bin Laden when Yemen offered him up three times was that there wasn't enough legal evidence to bring him to trial in a U.S. court.
