This whole mess is courtesy of the warped Left-wing philosophy that argues that the best way to be disarming is to be disarmed.
After all, they reason,
if you pose no threat, then no-one will ever want to visit harm upon you! Of course, if you refuse to be the "perfect victim," then they paint you as some sort of neanderthal who should be vilified upon the altar of Political Correctness. (Nevermind your Constitutional Right to Keep and Bear Arms, dear Citizen. We know what's best for you!)
