This kind of offer serves as a pro forma ultimatum, giving the perp one last chance to save himself (and to save us the trouble). There is no realistic expectation that it will work -- but, if it does, Hooray!

"The last thing they want is a decision which just starts the process towards another decision," said the diplomat. Saddam had 12 years to comply. He doesn't need more time.
