Recall that President Bush gave the Taliban one last chance to save themselves, as well. Offer up bin Laden, boys, or we're comin' fer ya.

This kind of offer serves as a pro forma ultimatum, giving the perp one last chance to save himself (and to save us the trouble). There is no realistic expectation that it will work -- but, if it does, Hooray!

Saddam had 12 years to comply. He doesn't need more time.
