Dutch national involved with weaponsprogram Iraq (delivering chemicals to produce musterdgas)

According to security services, a Dutch chemist is suspected to have been involved with the banned weapons program of Saddam Hussein. It is the 60 year old Frans van A. from Den Helder. This was reported by the newspaper 'De Telegraaf' on Saturday.
Van A. is probebly hiding in Baghdad, heavily guarded by the Iraqi Republican Guards. He has been under surveillance by the Dutch security service AIVD for several years. According to the AIVD, it is an 'unique situation', because Van A. is one of the few foreigners that has intensive contacts to the regime of Saddam Hussein.
Also the CIA is looking for the Dutchman. The from Den Helder originating man has delivered large quantities of thiodiglycol to Baghdad, according to the CIA and AIVD. This is one of the basic chemicals for the deadly musterd gas. In 1988 Saddam Hussein attacked the Kurdish city Halabja, killing 5.000 civilians.

ORIGIN OF THE CHEMICAL WEAPONS
The UN report provides only negative evidence of the origin of the mustard gas sample. The absence in the sample analysed in Sweden and Switzerland of polysulphides and of more than a trace of sulphur indicates that it is not of past US-government manufacture, for all US mustard was made by the Levinstein process from ethylene and mixed sulphur chlorides. That process is also said to have been the one used by the USSR. From similar reasoning, British-made mustard, too, can probably be ruled out, even though substantial stocks were once held at British depots in the Middle East.

Many people accuse the US of the Iraqi WMD's. Yes, the US helped, but it was Europe who stocked Saddam with everything he wanted.

Mustard gas is the common name given to 1,1-thiobis(2-chloroethane), a chemical warfare agent that is believed to have first been used near Ypres in Flanders on 12th July 1917. Its chemical formula is Cl-CH2-CH2-S-CH2-CH2-Cl
Thiodiglycol is the starting compound for the synthesis of "mustard gas".

The Halabja massacre was back in the 80's. Was this guy involved in producing the gas for that? If he's still in Iraq, does that mean that the Iraqis are still producing it?

I can't find anything about him delivering in the 80's, but he is still in Iraq. It could be they are still capable of producing it.
