US = Whoever made the weapons / materials and whoever regulates the export procedures. AFAIK a company that builds something, say a tank, has a hard time getting it over to Iraq without Uncle Sam finding out about it.
I guess the answer would have to be government, weapons firms and the people who work for them

As for the government I´m sure that it remained uninformed. It is illegal. Even if the intelligences got these news, they had to interfere and tell the next attorney what´s going on. So, our government had no idea what some firms send to Saddam, speaking of deliveries after 1991.
