I don't have the reference handy, but I seem to recall that the snipers' car was stopped at TEN of the shootings, the tag was run and the snipers were released because MOOSE said the snipers had to be white.

And as a totally separate thought, does that make his racially motivated ineptitude responsible for eleven deaths or would it be twelve? Or am I missing something?
