Yes, of course he is or a nearby one. He must attend the seminar or he's on the run. I, also, think you're right about him instructing the desk to divert attention by saying he "checked out" rather than saying he is accepting no calls. Once again his plan backfires. Now everybody thinks he IS on the run. Classic.
