The country's at war. You have deficits in war time. Would the world have been a better place if Hitler had won WW II while Roosevelt balanced the budget?
Also, you can't tax yourself into a balanced budget during a recession (we're on the verge of a second recession). Hoover and Roosevelt tried in the early '30s and turned a garden-variety recession into the Great Depression.

Clinton INTENDED to have a deficit over $300 Billion for years running when he left office. Look at his projected budgets before the stock market caught everyone by surprise and flooded the Treasury.

More of "the Democrats are worse than us", from a bankrupt party. Until the Republicans, who control all branches of govt, for the first time since Christ wore diapers, cut spending drastically, they will forever be known as liars, and big spenders. The only difference between the parties, is name, and rhetoric. They campaign in different styles, and govern identically. If GW was a Democrat in name, they would follow his lead to war, to cut taxes, to spend more or less, the same as the Republicans do. That is the nature of politics in '03. Whatever gets you re-elected.
