Not rare expections but policy and pattern. Hi level committe to monitor inspectors. Not to cooperate but spy and prevent inspector from doing their jobs.

Might have been scrambled in a way we were able to reverse. Might have been sent over a line the Iraqis thought we would not be able to intercept.

No. These people work for a thug. An ambitious, dangerous thug, but a thug, nonetheless. As such, their operational security must be comparable to that of a Mob Family at an Italian Social Club gathering.

If Bin Laden were running Iraq, he wouldn't make these mistakes. Fortunately, Binnie is dead.
