Was it planned for China to give a response at this time or did they just jump up and say they wanted to talk? Just wondering.

I think everyone on the Council gets a 7 minute response, in turn -- half will be with us -- the other half will say the case hasn't been made and inspections should continue (what part of- we are not on a scavenger hunt do they NOT understand ??)
