Costa said that contrary to what most people think, a recall can occur at any time after an election.

Well, we think that because that's what we've been told the last few weeks since this has come up. Did someone misread a statute, or is someone misinformed?

The statute (Election Code Section 11007(a)) which governs local recall efforts prevents recalls from occuring during the first 90 days of an official's term. That's probably where the confusion is. Recalls of statewide elected officers are not covered by that restriction.
