Visitors would be registered and if they overstay their visa tracked down and kicked out never to be allowed to visit ever again. This would show the terrorist types that they can no longer come to America , dissapear into the crowd , and plot acts of violence against the citizens.

It wouldn't have stopped all the 9/11 terrorists. I think some of them obeyed all the immigration laws.

Atta had even been stopped for something and was let go.
