February 2, 2003 -- REGARDING Iraq, the president, a baseball man, has been lucky. But as baseball's Branch Rickey said, luck is the residue of design.

In two eventful weeks, the president's policy of regime change has been advanced, in part inadvertently, by the uncoordinated activities of three unlikely parties - France, chief U.N. weapons inspector Hans Blix and Colin Powell. The consequence is that many critics of the president's policy have been intellectually disarmed.

Unfortunately, there are those at home of the different persuasion who will never with honesty concede; just as those from the Middle East whom, at the best, will never negotiate in good faith.

Deputy Secretary of Defense Paul Wolfowitz says: "When an auditor discovers discrepancies in the books, it is not the auditor's obligation to prove where the embezzler has stashed his money. It is up to the person or institution being audited to explain the discrepancy."

Why does no one on the left realize this? They are a team of U.N. weapons inspectors, not investigators. This isn't a cop / lawyer show where we have to catch the perps, show the evidence, and get a conviction. This is an audit. They either make two plus two equal four, and show us the proof, or they go to jail.

That is a totally unforgettable point. Mr. Bush did not allow himself to forget that we pay the bills anyway.
