Those who were hoping that 2003 would bring a new sense of urgency at the United Nations to liberate the world from terrorism have been greatly disappointed. U.N. Secretary General Kofi Annan has shown indifference to Iraq's refusal to cooperate with U.N. weapons inspectors, while at the same time he was installing a terrorist dictator from Libya to lead the body's Human Rights Commission.
