I don't see how a plane would get up to 200,000 feet unless it was a military plane that only the U.S. would have.

Impossible to see a plane near shuttle. The shuttle was at 200,000 feet. Perhaps a piece of the shuttle was what the witness saw, or they just want their moment of "fame".
