On the shuttle, or on the ground?

i really don't know , it was just that the pentagon was looking into 2 things, 1. a "unusual thermal event" detected by the launch detection satellite ( i am assuming ground but dont know, or 2. maps of space debris which the pentagon does, keeping shuttles out of space junk fields....whole thing struck me a really odd, but i still lean heavily on a tragic accident 99.99%
