The CIA needs to protect its sources. Sometimes revealing the information reveals the sources. It is not unreasonable for the interworkings of the government to make use of intelligence without making that information known to the public in any fashion. Sometimes it is necessary to make use of such information much later, even if this delay causes other problems. This is just a fact of life for the intelligence community.

I understand the need for protection of Methods & Sources. Otherwise I wouldn't have the security clearence that I do. But you can't develop and grow methods and sources if rules or people are in position to block you from obtaining it.
