Saying that this country has no interest in bicycle riding is not speaking for the country. It is the observation of a fact. There are a lot of people in this country who like to watch and play soccer, too (I'm one oth 'em), but, by and large, this country has no interest in soccer.

Sorry, but I disagree. Saying this country has no interest in cycling (or soccer, I you prefer) is clearly wrong. No means none. Clearly, there is some interest. I would argue that it would be more accurate to state, "This country has very little interest in cycling" in comaprison to, say, football.
