Is it legal for a U.S. (nonprofit?) organization to accept money from the Iraqi government? If it accepts it, is it legally obliged to register as a foreign agent? Maybe the U.S. government should consider classifying the Iraqi government as a terrorist organization as far as the legality of accepting funds from it is concerned (if it's now legal to accept them.)

Almost certainly. Consider all the Muslim charities. Have not their U.S. branches received funds from various Saudi princes? Seems they have, anyway.

In any event, you're asking the wrong guy. I thought you were the legal eagle...
