Peggy Noonan pointed out that line last night on Hannity and Qualms on Fox. She pretty much echoed what you said - that's the turn-of-phrase at its finest. Unfortunately, they then went to some hack former X42(i) speechwriter whose regurgitation of the DNC talking points killed off the mood.

Bush did some great speeches. I think the evenig adress on 9/11 was his best one yet. But this one comes close.
